Prices have come down as unemployment remains a problem and as resetting ARMs make mortgage payments balloon, and foreclosures have grown. However, some data shows that prices are tentatively inching upward, even in the country's most volatile real estate markets like San Francisco, Los Angeles and Washington, DC.
